Ports in the Danube region will be transformed into efficient multimodal hubs and priority centres for securing financial investment flows. This transformation will be carried out within the project «DIONYSUS — Integrating Danube Region into Smart & Sustainable Multi-modal & Intermodal Transport Chains», implemented within the framework of the Danube Transnational Programme 2014-2020. The results and challenges of the project were discussed on 20 July during a fact-finding visit, carried out by representatives of the Public Institution The Office for the Management of External Assistance Programs (OMEAP) at the Technical University of Moldova (UTM).
The project «DIONYSUS — Integrating Danube Region into Smart & Sustainable Multi-modal & Intermodal Transport Chains» is implemented by a consortium of 26 partners from nine countries, including the Republic of Moldova, represented by the Technical University of Moldova. The total budget is more than €3 million and the co-financing share of the partner from the Republic of Moldova is €167 thousand. The project will last until December 2022.
«The project has a substantial impact on the creation of national policies for improving transport infrastructure in our country, as well as investment decisions for the development of port and logistics infrastructure,» said Victor Ceban, project manager and head of the Transport Department at UTM.
The project aims to improve port infrastructure planning and management processes, facilitating the integration of multimodal transport networks in the Danube region in a smart and sustainable way. To this end, the project activities include the development of transport corridor development policies, analysis of existing obstacles and the formulation of recommendations for the improvement of transport corridors and better connectivity of the Danube with other European waterway networks. Thus, strategic directions have been identified and recommendations have been formulated for the development of the infrastructure of the national multi & inter modal transport system in the Danube region and its integration into the European transport network. In addition, a SWOT analysis was carried out for the elaboration of the development plan of Giurgiulesti International Free Port of , along with the ways to improve the tariff policy and transport legislation and to increase the volume of maritime transport.
In the coming months, the Comprehensive Development Plan of Giurgiulesti International Free Port will be elaborated, business plans for the sustainable development of the region will be elaborated, as well as mechanisms for attracting and effectively leveraging investments.
The DIONYSUS project is implemented by the Technical University of Moldova, together with the Moldovan partner «Danube Logistics» SRL and partners from Romania, Austria, Slovakia, Hungary, Croatia, Bulgaria, Serbia and Ukraine.
The Danube Transnational Programme 2014-2020 has a total budget of €274.6 million, including €5 million allocated from the European Neighbourhood Instrument (ENI) funds for the Republic of Moldova. Fourteen countries participate in the programme: Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Germany (Baden Württemberg and Bavaria), Romania, Hungary, Slovenia, Slovakia, Montenegro, Serbia, Republic of Moldova and Ukraine (Chernivetska, Ivano-Frankiviska, Zakarpatska, Odessa oblasts). At national level, 22 projects are implemented in the areas of good governance, innovation and social, cultural, energy and environmental responsibility, with a total value of €2.5 million.
The Danube Transnational Programme aims to provide opportunities for partners from the Republic of Moldova to develop and implement a number of valuable projects by strengthening cooperation through transformation and innovation, while being able to contribute to the development of transnational synergies.
